There are large number of cases are diverted to Hon'b Supreme Court of India for NEET UG and NEET PG admission. All cases are under trial. But till the final judgement come the Supreme court has told to Medical Council of India, Dental Council of India, Government of India, all state government and private medical colleges to take their own respective examination for PG admission and MBBS admission. All should notify to respective body before 7th Jan 2013.
They can take exam but they can not declare result till further notice from court.

More than 10,000 indian doctors are unemployed or noteligible for practice

TOI has repored that close to 10,000 Indians across the country who have completed their undergraduate medical education abroad are unemployed or under-employed.
These are those doctors who have finished their MBBS outside india. the reason for their unemployment is  because they have not been able to clear the screening test mandated by the Medical Council of India (MCI). it was also reported that the graduates plan to approach Prime Minister Manmohan Singh and Parliament demanding that the test be scrapped.
The foreign medical graduates and their parents held a meeting in Chennai on Sunday. Dr Ameer Jahan, chief patron of All India Foreign Medical Graduates' Association, said each student had spent Rs 15 to 20 lakh to study abroad. "They spend half of what it would cost at a private college here. Their course is nearly seven years long compared to the five-and-half-year medical course here. Every time they fail the screening test, they get delayed by six months and get depressed," he said.
This was expecting since long. The reason is that the parents and students are getting admission at cheaper rate and without collecting adequate information. the agents of these medical colleges are doing great marketing in India. The end result is the dissatisfaction and turbulence like this.
This is big warning signal to all parents and students who want to peruse admission in outside India.

NEET PG 2013 - Dates of examination announced

Government of India  established the  National Board of Examinations (NBE)  in 1975  with the  objective  of  improving  the  quality  of  the  Medical Education by establishing  high  and  uniform  standards  of  postgraduate  examinations  in modern  medicine  on  All  India  Basis  and  utilizing  existing  healthcare
infrastructure  for  capacity  building.



NEET-PG  is  the  eligibility-cum-ranking  examination  prescribed  as  the  single entrance  examination  to  various  MD/MS  and  PG  Diploma  Courses  under  ambit of Post Graduate Medical Regulations notified by Medical Council of India  with approval of the Ministry of Health and Family Welfare. Qualifying NEET-PG is mandatory  for  gaining  entry  to  MD/MS/PG  Diploma  Courses  under  various universities/Institutions  in  the  country .

Vide  amendments  in  the  Post  Graduate  Medical  Education  Regulations (PGMER)  issued  by  Medical  Council  of  India  with  prior  approval  of  Government of  India  it  has  been  prescribed  that:

I. There shall be a single eligibility cum entrance examination namely ‘National Eligibility-cum-Entrance Test for admission to Postgraduate Medical Courses’ in  each  academic  year .
II. 3%  seats  of  the  annual  sanctioned  intake  capacity  shall  be  filled  up  by candidates  with locomotory  disability  of  lower  limbs  between  50%  to  70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory  disability of lower  limbs  between 50% to 70% then any such unfilled seat in  this 3% quota shall be filled up by persons with locomotory  disability of  lower  limbs  between 40% to  50% -  before they  are  included  in  the  annual  sanctioned  seats  for  General  Category candidates. Provided further that this entire exercise shall be completed by each medical college  /institution  as  per  the  statutory  time  schedule  for  admissions.
III. In order to be eligible for admission to any postgraduate course in a particular academic  year ,  it  shall  be  necessary  for  a  candidate  to  obtain  minimum  of marks  at  50th  percentile  in  ‘National  Eligibility-cum-Entrance  T est  for Postgraduate courses’  held  for  the  said  academic  year .    However,  in  respect  of candidates  belonging  to  Scheduled  Castes,  Scheduled  Tribes,  Other Backward Classes, the  minimum marks shall be at 40th percentile.    In  respect of  candidates  as  provided  in  clause  9(II)  with  locomotory  disability  of  lower limbs, the minimum marks shall be at 45th percentile.
IV - Provided  that  in  determining  the  merit  of  candidates  who  are  in  service  of Government/public  authority ,  weightage  in  the  marks  may  be  given  by  the Government  /Competent  Authority  as  an  incentive  at  the  rate  of  10%  of  the marks  obtained  for  each  year  of  service  in  remote  and  /or  difficult  areas  upto  the maximum of  30%  of  the  marks obtained  in  National  Eligibility-cum-Entrance
T est,  the  remote  and  difficult  areas  shall  be  as  defined  by  State Government/Competent  authority  from  time  to  time.
V No  candidate  who  has  failed  to  obtain  the  minimum  eligibility  marks  as prescribed  in  regulations,  shall  be  admitted  to  any  Postgraduate courses  in  the said  academic  year
VI. In non-Governmental medical colleges/institutions, 50% (Fifty Percent) of the total  seats  shall  be  filled  by  State Government or  the Authority  appointed  by them, and the remaining 50% (Fifty Percent) of the seats shall be filled by the concerned medical colleges/institutions on the basis of the merit list prepared
as  per  the  marks  obtained  in  National  Eligibility-cum-Entrance  Test.

Beware - Applicant may kindly note that appearance in NEET-PG does not confer any automatic rights  to  score  a Post graduate MD/MS/Post Diploma seat. The  selection  and  admission  to  Postgraduate  seats  in  any  medical institutions  recognized  for  running  MD/MS/Post  Graduate  Diploma courses as per Indian Medical Council  Act, 1956 is  subject to fulfilling the admission criteria, eligibility , medical fitness and such criteria as may be prescribed  by  the  respective  universities,  medical  institutions,  Medical
Council  of  India,  State/Central  Government.

New Delhi: Doctors cannot advertise anything that would mislead a person
into going for a treatment based merely on the doctor's claim that
he/she would be cured completely, according to a judgement passed by
theNational Consumer Disputes Redressal Commission (NCDRC)
.

The commission was hearing a case where Dr Dinesh Sharma of Amritsar Eye
Clinic, Dehradun had advertised that his laser surgery could correct
visual acuity and therefore one could get rid of spectacles. The
complainant, Ajay Gautam, a mechanical engineer who wanted to join the
Indian Air Force, underwent the laser surgery and his vision
deteriorated.

Upholding a fine of Rs 1 lakh on the doctor, the commission, presided by
Justice R C Jain and member Anupam Dasgupta, found the doctor and the
hospital where the surgery was done "guilty of adopting unfair trade
practice", and violating the MCI code of ethics by publishing
"misleading advertisement".

The Medical Council of India (MCI) regulation debars any doctor from
publishing any advertising that would invite attention to him or to his
professional position, skill, qualification, achievements, attainments,
specialities, appointments, associations, affiliations or honours.

There are several destinations outside India you can try for which have low cost medical education than private medical colleges in India and certainly cheaper than Management quota seats.
Just warning or caution is that after completing MD or MBBS course from overseas colleges, students have to clear MCI test for getting registration in country. If you fail to clear this test, your degree of MBBS is not valid in India. 

1. UKRAINE: This is the country where relatively low cost medical Education for Indian students. There are 23 Medical Colleges in Ukraine. All medical schools are owned by Govt. of Ukraine. The Fees range from US $ 3000 p.a. to US $ 5000 p.a. (Rs 1.5 to 2.5 lacs pa.) In most Colleges MBBS is in English Medium. Cost of Food and Hostel and books etc will be about Rs. 80,000 to 1 lac p.a. The course takes 5 years and 10 months.

Total cost of fees + hostel + food + travel + visa etc etc is between Rs. 16 to 20 lacs payable over 5 years and 10 months. It will cost you about Rs. 5.00 lacs in the first year and 2.50 lacs p.a. for the next 5 years to study in Ukraine – approximately.

Ukraine is now part of the European Credit Transfer Scheme – bologna process. So quality of education is high. Also the colleges are giving special attention to the food and accommodation for Asian students.





2. NEPAL: There are 12 medical colleges approved by the Nepal Medical Council and 1 or 2 new ones which are started in 2009 – 2010. 3 Colleges are government colleges and seats are reserved for Nepalese citizens. The 9 private Colleges are admitting international students from India & other countries.
Colleges in Kathmandu are expensive and cost about Rs 20 to 26 lacs for Indian Students.
Medical Colleges on the border cities of India cost less - fees range from Rs. 15 to 20 lacs over 5 years. Food and Hostel in Nepal is low &l costs about Rs. 60,000 p.a. Nepal is close to India and commuting is cheap. Some colleges take the fees up front - some agree to installments. Nepal is much cheaper than Donation seats and on par with the merit seats in Indian private colleges. Many Teachers are Indian. North Indian food is available. Indians do not need a visa or a passport to travel to Nepal. It is highly recommended for Indians.

3. RUSSIA: The Best medical colleges in Russia are in Moscow and St. Petersburg. These two are now expensive as they are popular for quality medical education. Fees are in the range of US $ 6000 to 8000 par year for international students and cost of life is high in these two cities – about US $ 400 or Rs. 20,000 per month. So the numbers of Indians have reduced to go to these two cities.

Medical College in small cities of Russia are lower cost. Fees are in the range of US $ 3000 to 4000 p.a. and cost of life is in the range of Rs 1 to 1.50 lacs p.a. But Russia is known for little unrest so students and parents are requested to assess theses country medical colleges and than get admission.

Please go to the Education section on the Menu and read under the heading “Advisory for Indian Students” Just check up if the college has English medium for all 6 years or not. As in some colleges they have English medium for 3 years and Russian medium for 3 years. Many Indian students have gone to Russia - but the number is dropping of late due to increasing cost and racial violence.

4. PHILIPPINES: They admit students after 14 years of education.
The MBBS course takes about 4 years – they call it MD. So after class 12 you can go either the Philippines and do a 2 year bachelor degree and then 4 years of MBBS. Or you do 2 years of B.Sc in India and then apply for 4 years of MBBS or MD in Philippines. It will cost you about Rs 20 lacs for 4 years of MBBS there.

5. China: Fees here range from US $ 3000 to 8000 p.a. (1.5 to 4 lacs p.a.) Cost of food and hostel is Rs. 1.00 lac to 1.50 lacs per annum. Though there are over 100 medical colleges in China only 28 of them are approved by Govt. of China to admit international students in English medium course. The number of seats per college is specified - you can find this in the MCI website so ensure to go to these 28 approved colleges ONLY or your degree will NOT be recognized anywhere in the world. It will cost you between Rs.16 to 25 lacs to study in China over 6 years.

6. Germany: Education is Free in Govt Colleges but you have to study in German Medium. It will take you 8 years to complete the course.

1 year - learn German in India,
1 year - learning German in Germany & pass competency language test 6 years -MBBS.
Cost of life is expensive – it will cost you Rs. 50,000 per month to live or Rs. 6 lacs p.a. Hence most Indian students aviod Germany unless they have a relative to stay with. As the cost of life alone over 7 years comes to Rs 40 lacs and hence it makes no economic sense to go there for MBBS.

7. Slovakia: There are many medical universities in Slovakia which offer general medicine and dentistry programme to international students. Both General Medicine and Dental programmes are available for international students with a good command of English. The Faculty of Medicine is closely connected with the Teaching Hospitals in which practical education in clinical disciplines is carried out. There are many other destinations for Medical Education in the World – Romania; Georgia; Khazakastan; Belarus; Kyrgyz – all of which are former USSR Countries and very likely you will find Indian students there.

Most International Colleges have appointed agents in India who arrange for Visa, airport pick up and admission to the College etc. Some of them offer good service and some of them offer poor service. So verify the credentials of the agent before signing up with one of them.

Indian students going overseas should also visit the Medical Council of India (MCI) website – www.mciindia.org and familiarize themselves with the relevant rules which are very simple.

ELIGIBLITY TO STDY MEDICINE: MCI has prescribed that if you want to study MBBS in India OR Overseas a student has to be minimum 17 years of age as on Dec. 31 of the year of Admission and pass in class 12 with 50% in PCB average and also pass in Physics; Chemistry, Biology and English individually in class 12 Board Examination.

CERTIFICATE OF ELIGIBILITY: If you want to do MBBS overseas- then you go to the MCI office in New Delhi and file for a Certificate of Eligibility in the prescribed form and prescribed fee and file your class 11 and 12th mark sheet.

COMPETENCY TEST: After you do MBBS overseas & return to India and – then you need to give a competency test also known as the MCI Screening test or the FMGE (Foreign Medical Graduate Examination) which is conducted by the National Board of Examination (NBE) in New Delhi. If you pass this examination then you get registration with the MCI and you can practice in India. There is No limit on the number of attempts in this exam. There is approximately 70% pass rate in the last 2-3 years. Students who have cleared this examination have said that if you study in the medical college and also prepare for the test you can clear it in the 1st attempt.

DOCTORS WORKING OVERSEAS: Students who have finished their MBBS in India or overseas can also go to many countries and practice there. There is apparently a demand for doctors in Rural Australia, Canada, Singapore and Gulf Countries. Each country has a competency test (similar to the MCI Screening Test) which you have to give. Previously many students were going to UK after PLAB - but the UK has changed its rules and now it is difficult to go there for PG or to get a working visa as they have an oversupply of doctors.
Degree valid in US, UK & India: The degrees obtained from EU nations - Romania, Bulgaria, Slovakia, Poland, Czech Republic and Hungary are directly valid in California (USA), Canada, UK, Germany, France, Italy, India, Norway, Greece, Holland, Ireland and others EU countries.

Total cost of getting MBBS degree or medical education in your Fees + Hostel + Food + Travel + Books and Pocket money etc.

Usually Hostel + Food + travel + books etc will cost you about Rs 60,000 to Rs 80,000 per year – so over 5 ½ years this would work out to Rs. 3 to 4 lacs over the duration of the course.

Coming to fees of MBBS course-

1. In India, Government Medical Colleges / Universities have low cost in terms of low budget of Medical Education. All Indians can apply for admission to government medical colleges owned by the Center or funded by the Center like BHU, AMU, Jipmer, AIIMS, AFMC, CMC etc. Apart from this all states have 15% seats in the State owned Colleges reserved for the CBSE Pre Medical Test clearing students – which is about 2000 seats. So if you are meritorious student and have capacity to clear such entrance go for and get admission at lowest budget. In such colleges fees are ranging from nil to maximum 75,000 per year.

2. State Govt. Medical Colleges: They are also Low cost. But you have to be a domicile of that state & sit for state PMT exam for admission to these colleges.
All Govt. Colleges in India charge fees ranging between Rs. 10,000 p.a. to Rs. 75,000 p.a. so your cost of education is really low – as this is subsidized by the Government or rather by our Tax money.

In above types of medical colleges, there are about 15,000 seats on offer per annum and there are 3-400,000 applications. Also there are reservation quotas in this category. So you have to study very hard to get one of these seats.


3. Private Medical Colleges / Universities / Deemed Universities – Seats on Merit: Private Colleges are offering their merit seats via an Examination such as Comed Karnataka, Manipal Exam, Sikkim Manipal Exam, DY Patil exam, Sumandeep Vidyapeeth etc.
Each State many have one or more Associations of Private medical and dental colleges who will conduct an exam and admit students on the basis of merit in the exam. Deemed Universities and Private Universities will conduct their own examination. So there is a multiplicity of exams for admission to private colleges in India.

Fees range from Rs. 3 to 4 lacs a year or Rs. 18 to 22 lacs over the duration of the course. This is the figure of current year 2012. The cost of medical education is raised this year almost double. Even after increasing 20 new medical colleges the students are not getting admission at lower cost in good medical colleges.

Add Rs 4 lacs for books / hostel / food etc.

So your cost of education will be Rs. 40 to 50 lacs over 5 ½ years if you get into a Private College on MERIT.


4. NRI Seats / Management quota Seats: These costs about double the merit seats. In addition to the fees the college wants an additional up front payment of Rs. 10 to 20 lacs depending on the College’s location and reputation.

The management quota fee is ranging between Rs. 35 to 45 lacs for the course. The range is depend on the type and location of college. You may get low budget management quota seats in newly establish medical college but the risk is that such colleges may shut down if management is poor. So this point you need to keep in mind.

The NRI quota is also ranging from 35000 us dollar to 75000 US dollar depending on type and location of college. The good colleges in country have waiting for NRI seats. There are many NRI students are coming to India for MBBS admission as internationally medical education in India is low budget with good quality education.

Your cost of life and food etc is extra. So only the rich can afford these seats.
